Parish Council Functions, Role, Procedures and Activities
The newly formed Parish Pastoral Council began meeting in January 2007. Since that time the council worked on the following:
- Selection of Officers and setting meeting dates.
- Identifying some of the concerns and needs expressed through the Vision 2006 process
- Reviewing the parish pastoral council mission, areas of focus and areas of responsibility
- Developing guidelines for the council by using information from the Santa Rosa Diocese and other parishes.
- Working on improving communication through expanding the parish bulletin and increasing the frequency of the bulletin
- Working on developing a parish wide calendar
- Developing bereavement committees for both churches
Some future projects may include:
- Outreach to the non-participation Catholics
- Multicultural activities
- Religious education programs and activities
- Refinement of the Parish Organization Plan
When faced with a major parish issue or concern, all members of the parish shall be provided an opportunity to learn more about the concern and have opportunity to share with the parish leaders their reactions and suggestions for dealing with the issue or concern.
The Saint Aloysius Parish Pastoral council is not a legislative body and therefore does not make policy, issue decrees and statutes, make financial decision or authorize the expenditure of parish resources. It is not an enforcement body, nor does it issue correction notices to any individual or group within the parish or serve as a grievance committee. No Individual or group is answerable to the parish pastoral council. Its sole function being to advise and counsel the pastor, in who resides the decision authority.
Agenda Procedures
ALL PARISH COUNCIL MEETINGS ARE OPEN TO ALL PARISHIONERS OF SAINT ALOYSIUS PARISH.
- Parishioners wishing to submit an item to be added to the upcoming meeting agenda must do so two weeks in advance of the meeting. The
written proposal should be given to the chairperson. The pastor and chairperson will determine if the item is to be added to the agenda. If it is not added to the agenda, the proposal will be read at the meeting as "correspondence."
- General correspondence to the council can be sent as a letter or E-mail or hand delivered to any of the council members. Written
correspondence will be read at the council meeting.
- Parishioners wishing to address the council on an item not on the agenda must complete a short request form before the meeting begins, and
submit it to the chairperson. The person will be alloted three minutes to address the board. There will be no discussion at that time.
- The parish pastoral council will only deal with matters that are within the scope of their responsibility as outlined in the Saint Aloysius Parish
Pastoral Council Guidelines available in the pastoral council binder of each church. Other issues, concerns, and requests will be referred to the appropriate parish committee or referral to the Diocesan office in Santa Rosa.
